William Tuohy dies at 83; Pulitzer-winning L.A. Times foreign correspondent

Not necessarily. There are some states that give celebrities something along the lines of a right of publicity. What protections a celebrity can get depends on the work and the nature of the work.

Note that you're most likely to get away with it if you do it as a parody. People might license their image for certain items, but they're often less likely to grant a license to a parody. This gives parodies a measure of protection under the first amendment and copyright law that other potentially infringing works do not have. Of course, depending on the image and how you portray the celebrity, you could also find yourself facing defamation charges.
And for the military, if it's a government picture and not restricted, odds are good you can just use it since there's not a copyright on government works. (Works prepared for others working for government is a different matter.)
